in no instance was any article of food exposed for sale at the time
of my visit in such condition as to justify seizure.
In response to notifications from the Port Sanitary Authority
the following food stuffs were examined at premises within the
Borough, with results indicated 156 bottles of preserved olives,
102 were unsound and destroyed, 54 sound. 640 tins sardines
unsound and destroyed, 17 sound. 140 cases of desiccated cocoanut,
12 tons damaged by water, converted into cattle food.
Small-pox.
From the commencement to the termination of the epidemic of
small-pox, 83 cases were notified from the Poplar South Division,
32 houses were isolated, and 57 families, comprising 169 adults
and 102 children, numbering in all 271 persons, were supplied with
provisions for periods not less than 15 days. Many fresh cases
developed at the houses isolated during the period of quarantine.
The number from which more than one case was notified was 18,
being more than half the total number of premises closed in this
way, the public thoroughfares had been cleared of many contacts
and persons who were actually suffering from the disease. Visits
to the isolated houses had been made at all hours.
In one instance, quarantine was openly disregarded ; in this case,
a person left his home during the second week, created a disturbance
at a public-house, was taken into custody by the police,
and fined by the magistrate. In this case the rent was stopped.
Otherwise, much assistance was given by the heads of families in
effecting isolation, owing to the dread of the disease, and neigh
hours from this cause would willingly act as informants in cases of
any persons leaving or visiting during the period of quarantine.
I am, Sir,
Your obedient servant,
CEPHAS FOAD, Assoc. San. Inst.,
Sanitary Inspector and Inspector under the
Sale of Food and Drugs Acts,
Poplar South Division.
