To the Medical Officer of Health, Metropolitan Borough of Poplar.
Public Health Department,
31st December, 1902.
Sir,
I beg to submit to you my second Annual Report of the
Sanitary work and other duties carried out in my West Combined
District during the past 12 months, rendering as far as possible a
detailed account of nuisances abated, summonses applied for,
inspections made, etc.
In investigating complaints, etc., 1399 houses or other premises
have been visited, notifications of infectious diseases necessitating
643 of these visits, and 43 were house-to-house inspections. The
total number of re-inspections necessary was 3977.
The drains of 155 premises have been tested as to soundness, with
either smoke or chemical tests, and in 117 cases were found to be
defective, allowing free escape of sewer gas from same ; a number
of drains were, on examination, found in so bad a condition that no
tests were needed to prove defects.
The house-to-house visits were conducted in the undermentioned
places:—
Birchfield Street. Grundy Street.
Chrisp Street. Morris Road.
Elizabeth Place. Market Street.
Limehouse Causeway. Parris Terrace.
Ricardo Street Stainsby Road.
During the year the drains of the following premises were taken
out and reconstructed, and, where practicable, in order to comply
with the bye-laws of the L.C.C. and Borough Council, were intercepted
from the sewer, ventilated, and provided with proper means
