should be better inspected, it is as well that the appointments should
be made as suggested."
Whilst this report is being written the Local Government Board
have sanctioned each Sanitary Inspector to be an Inspector of canal
boats, so that the Inspectors of the East Combined and South Poplar
Divisions who have no canals in their districts will be able to carry
out the Canal Boats Act when acting as Deputy Sanitary Inspectors
in any of the areas.
SANITARY INSPECTORS' WORK, &c., AND POLICE COURT
PROCEEDINGS.
Where w.c, pans and traps had been fixed without notice to the
Clerk, under clause 14 of the London County Council bye laws,
section 39 (1) of the Public Healih (London) Act, 1891, the Committee,
in every case brought under their notice, directed that the
builder be written to asking him to open the ground, otherwise he
would be prosecuted for infringing the bye-law. During the year
17 cases were brought under the notice of the Committee. In four
instances, after the ground had been opened, the drains were found
defective.
Under section 48 of the Public Health (London) Act, 1891,
certificates were authorised to be signed that there were proper and
sufficient water supplies at the following newly-erected premises :—
300 and 302 Devons Road; Girls' Club, Follett Street; 1 and 2
Cottage Street (west side); Newly erected cottage (Messrs. Locke,
Lancaster & Co., West Ferry Road); Blakeney's Head (P H.) High
Street; premises St. Andrew's Wharf, Millwall ; five houses Canton
Street; 31 Byron Street (three-storied flat); 80 and 82 Mellish Street;
248 and 250 Brunswick Road.
Certificates were given under section 4 (3) (c) of the Public Health
(London) Act, 1891, respecting 8 cases of overcrowding in Poplar,
and the Committee directed that the necessary notices should be
served ; 36 cases of overcrowding, 24 in Poplar and 12 in Bromley
were abated upon service of intimations, so that there were 44 cases
of overcrowding abated.
