It must be remembered that smoke was used in testing these
drains, but I have pointed out in former reports that the water test is
the only crucial test. At the present time we have a drain under the
water test; it had been tested with smoke giving negative results,
and now a flusher has been sent into the sewer, which is a large one,
and a plug placed into the end of the drain, water has been allowed
to flow into the pipes, but it is found to soak away very quickly,
clearly from this there is no telling how much of the earth has been
polluted. I am still of an opinion that diphtheria, membranous croup
and the sore throats which are returned as diphtheria, are due to
emanations from sewers and from polluted ground air.
