The Borough Medical Officers 'Committee considered that there
should be amendments to the new model regulations as it was felt
that in some respects they would mean the lowering of standards
already being applied. The Committee also considered that the
regulations should be standardised for the whole of London. The
Metropolitan Boroughs Standing Joint Committee approached the
Ministry on these lines.
The Ministry was not prepared to withdraw the new regulations
but expressed his willingness to consent to the making of local
Regulations which omitted Regulation 7 (ventilation and lighting of
rooms not used as living rooms). The Metropolitan Boroughs
Standing Joint Committee recommended constituent authorities
to accept this and to make new Regulations omitting Regulation 7.
At its meeting on the 16th November, 1961 the Paddington
Borough Council made Regulations on these lines and at the end of
the year the revised Regulations were awaiting confirmation by the
Minister.
