HYGIENE IN BARBERS' SHOPS.—On the 18th December, 1952,
the Metropolitan Boroughs' Standing Joint Committee had under
consideration the question of securing the necessary powers by means
of a clause in a London County Council (General Powers) Bill to
enable Metropolitan Borough Councils to register and control
barbers and hairdressers and to make bye-laws and the Council
signified their agreement to the proposal on condition that suitable
bye-laws were made to enable Councils to enforce adequate safeguards,
thereby preserving a satisfactory standard of hygiene.
These powers have now been included in the London County Council
(General Powers) Act, 1954 (Section 18). Furthermore, bye-laws
prepared for the sake of uniformity in the Metropolitan area by the
Metropolitan Boroughs' Standing Joint Committee— after
consultations with representatives of the National Federation of
Hairdressers and the Incorporated Guild of Hairdressers, Wigmakers
and Perfumers—and approved by the Ministry of Housing and
Local Government, were adopted by the Council on the 21st July,
1955; as also were the forms of application and certificates of
registration. The appointed day for the registration of premises
was fixed by the Council to be the 1st January, 1956, after the
necessary notice had been given in the local Press.
There are 83 hairdressers and barbers establishments in the
borough and arrangements are being made for registration and
subsequent inspection.
