TO HIS WORSHIP THE MAYOR, THE ALDERMEN AND COUNCILLORS OF THE
METROPOLITAN BOROUGH OF PADDINGTON.
Mr. Mayor, Ladies and Gentlemen,
I have the honour to present to you my Annual Report for the year 1938 as required by the
Statutes and Orders applicable to my office.
During the year the health of the Borough continued to be good, the death-rate being at a
record low level. It is possible that the estimate of resident population furnished by the RegistrarGeneral
is incorrect, and if this is the case the fall in the death-rate may not be a real one.
The infantile mortality remained the same as for the previous year, namely 66, a record low
figure, and the maternal mortality was also remarkably low.
Attention is directed to the section of this Report dealing with overcrowding. From this it
may be seen that during the last two or three years overcrowding has markedly diminished, not
only by the removal of overcrowded families to London County Council estates but by the success
of such families in obtaining additional accommodation in the same house or by removal to other
premises.
I have again to express my appreciation of the loyal help of the staff of the Public Health
Department of the Council and to thank the members of the Public Health, Maternity and Child
Welfare, and Special Housing Committees for the support and kind consideration which they have
extended to me during the past year.
I have the honour to be,
Mr. Mayor, Ladies and Gentlemen,
Your obedient servant,
M.D., M.R.C.P., D.P.H.,
Medical Officer of Health..
Town Hall,
Paddington Green, W.2.
