new connections were put in by house-owners without the issue of Orders. An amended form
of Order, drafted by Counsel with a view to meeting the difficulty referred to in the last Annual
Report, was adopted by the Council in April, 1914.
Combined Drainage.—Six systems examined last year were found to be defective, and were
reconstructed by the Council, viz.:—
Wither's Garage, Edgware Road, and 13 and 15, Kildare Gardens.
3, Connaught Street. 109 and 111, Westbourne Grove.
37 and 39, Richmond Road. 37 and 38, Leinster Gardens.
12 and 14, Westmoreland Road.
Orders under Section 74 of the Metropolis Management Act, 1855, were made sanctioning
the construction of combined drains at:—
10-20, Ashworth Road (Sub-soil drains). 11, Coburg Place.
22-28 „ „ 11 and 12, Westbourne Street Mews.
18 and 20, Chilworth Street. 15 and 16, Prince's Mews.
32 and 34, Westbourne Terrace, and
26-30, Craven Road.
Queens Park Estate.—No complaints of rats were received during the year. Inspections
were made at 150 houses after the occurrence of infectious disease, the drains being chemically
tested at 50 without result.
Damp-proof courses were provided at 203 houses, and 200 roofs were repaired.
Smoke Prevention.- Twenty-two (22) premises were kept under special observation last
year (see list below), the total time given to this work amounting to 134½ hours. Sixteen
premises were so watched in 1913, and 20 in 1912.
The total time during which "black smoke" was observed last year was 60 minutes, as
compared with 23 minutes in 1913 and 32 minutes in 1912. Other shades of smoke were
observed during 81 hours, as compared with 50½ hours in 1913 and 47⅓ hours in 1912.

No Smoke 52¼ hours.
Six complaints of smoke, not necessarily "black smoke," were received during the year,
with reference to factories (3), asphalt boiling (1), milk depot (1), and general smith (1).
