Of 61 drains on the Estate specially tested after infectious illness, 10 proved defective,
45 had been recently relaid, and with 6 old drains, gave negative results. Complaints led to
the testing of 12 other drains, 10 proving to be defective.
The administrative work relating to deposit of plans and notices for reconstruction of
drainage, etc., is in the hands of the Department. The notices received during the year
numbered 376, involving the despatch of 679 letters and communications. Proceedings with
reference to infringements of the by-laws, relating to the deposit of plans, etc., were necessary
in 11 instances, the same as in 1907.
Combined Drainage.—The reconstruction of the combined drains on the Queen's Park
Estate is being carried out by the Company owning the Estate. In other parts of the
Borough 6 defective combined systems were discovered and reconstructed by the Council
during the year. (See below).

The reconstruction by the Council was necessitated by the absence of any record of
approval of, or order for, the original construction of the systems.
Five new systems of combined drainage were sanctioned by the Council under Sec. 74
of the Metropolis Management Act, 1855, viz.:—

Smoke Prevention.—Although the number of premises (28) watched during 1908
exceeded the number (22) for 1907, and the number of hours of observation (148.8) was
nearly double that for the previous year (79.8), yet the total emission of "black smoke"
observed was 59 minutes only, as compared with 58 in 1907. Other colours (shades) of
smoke were observed during 110'2 hours last year, as compared with 52*3 in the preceding.
Twelve complaints of nuisance from smoke were received, 4 relating to smoke from
refreshment houses, 6 from laundries, factories and workshops, and 1 each from a brewery
and a bakehouse.
1,300 houses on the Estate have been re-drained since the work was commenced in 1902. The systems for the following blocks were dealt with during the past year.
