The number of certificates of successful vaccination received during the two years show a considerable increase, as is seen from the subjoined figures :—

The increase in the ratio of successful vaccinations to births in 1899 (72.1) compared with
that of 1898 (54.2) was equal to 33 per cent.
The increase in the proportion of children "successfully" vaccinated is generally regarded as
a proof of the good effect of the Act of 1898. There is a very grave doubt as to the value of some of
these "successful" vaccinations. It is notorious that a large proportion of such vaccinations fall far
