vaccine should be further facilitated as a part of
public vaccination."
The Commissioners' suggestions are as follows : —
(a.) To give tho choice of calf and human lymphs to all;
(b.) To postpone vaccination to the age of six months, except in the
presence of an epidemic, when it should be three months as at
present;
(c.) To abolish station vaccination and inspection, performing these at
the homes of the children, and to institute a second inspection
in the third week after the operation;
(d.) To abandon the "taking" of lymph from the vesicles, as a matter
of routine ;
(e.) To store lymph in tubes only, each tube to contain sufficient lymph
for a single operation;
(f.) To sterilise all vaccination instruments, and to allow plenty of
space between each insertion of the lancet;
(g.) To allow greater freedom in the postponement of vaccination,
taking into consideration not only the health of the subject, but
also its hygienic surroundings, and if necessary to remove

of vaccination ;
(h.) To instruct parents nnd others in the care of the vesicle, and to
cause the vaccinator to be called in in the event of any untoward
symptoms arising after vaccination. (See pars 435—450.)
"(5.) Whether any alteration should be made in
the arrangements and proceedings for securing the
performance of vaccination, and, in particular, in
the provisions of the Vaccination Acts with respect
to the prosecutions for non-compliance with the
Law."
Ttie Commissioners' conclusions and recommendations may be summed
up thus!—
"We are of opinion that the State ought to continue to promote the
vaccination of the people. Nor are we prepared to recommend that
the State should cease to require vaccination, and trust entirely to
a voluntary adoption of the practice." (Par 509.)
