the position in Lewisham is probably a good bit better than in some
more central boroughs. We welcome therefore the passing of the
Housing Act 1961 which gives several additional powers for dealing
with multi-occupation and with squalid conditions, more particularly
by management orders, by requiring additional facilities, or by limiting
the number of persons who can live in a house having regard to the
facilities already there. The Act did not come fully into operation until
nearly the middle of 1962.
Staff
The sudden death of Mr. D. J. Allen, who had been our public
analyst for only a short time, robbed us of the services of a keen young
colleague. To fill the vacancy Mr. J. H. Shelton, F.R.I.C., was appointed
and we look forward to many years of helpful cooperation in
this field. The pupil public health inspectors' scheme continues though
there is still a little difficulty in recruitment due to the desirability of
candidates having passed the necessary preliminary examination,
and of course from competing interests in other professions and industry.
One pupil qualified. With the help of the Council's post-entry training
scheme Mr. Thrussell, a public health inspector who had been trained
here, obtained the Meat and Other Foods certificate.
In ending the introduction to this report I wish to express my thanks
to the Public Health Department Staff for their work during the year,
and more particularly for the heavy additional work they have got
through under the Clean Air programme, and for the difficulties they
continue to surmount in this extremely important subject.
My thanks are also due to the Public Health Committee for their
support and guidance in the work done. The Public Health Committee
during the year was constituted as follows :
Alderman A. A. Hawkins (Chairman)
Councillor E. F. Inch (Vice-Chairman)
Councillor L. H. Moody, J.P. (The Mayor)
Alderman C. S. E. Fox
Councillors Mrs. R. K. Bartlett, J. V. Braund, Mrs. N. L. Bunce,
Mrs. D. I. Cox (Deputy Mayor), J. Donovan, P. E. J. Forward,
F. S. Gander, B.Sc. (Hons.) Eng., F. W. T. Hibbert, Mrs. D. Hurren,
Mrs. G. M. M. Land, Mrs. J. Marsh, Mrs. D. E. New and
A. J. Pinnegar.
