APPENDIX IV.
HOUSING ACTS, 1890—1924.
Area Representations for Improvement Schemes.
Reports presented by the Medical Officer of Health to the Council on
May 15th, and September 25th, 1924, dealing with areas known as
(a) Victoria Place and Ethelm Street, (b) Linnett Street and (c)
China Walk.
Report (May 15th, 1924)
Official representation of insanitary areas are made under the
Housing of the Working Classes Act, 1890, known as the Principal
Act, Part I (Section 4), and are to be made, in so far as the County
of London is concerned, to the London County Council which is the
local authority under that Act, either by the County Medical Officer of
Health, or by the Medical Officer of Health of the Borough in which

Council, and the Metropolitan Borough Councils shall be local
authorities for the Purpose of Schemes under Part I and Part II
of the Principal Act (the Housing of the Working Classes Act,
1890), subject to this qualification, that, where the Scheme
relates to not more than ten houses, the Council of the Metropolitan
Borough to the exclusion of the County Council shall be
the local authority."
A special difficulty in regard to the official representation in the
case of the Victoria Place and Ethelm Street area is that the
Borough Council two years ago (December, 1921) gave instructions
for the houses in that particular area to be dealt with under the
Housing, Town Planning, etc., Act, 1919 (Section 28), with the result
that the houses were inspected and provisional schedules served upon
the owners concerned. A large amount of work has, in consequence,
