In common with most Boroughs, new assessment scales were adopted for applying charges for
local health authority services, where statutorily authorised. The new scales were based on the
recommendations of the London Boroughs Association.
Another outside factor was the review in depth of the organisation and structure of the
whole Department by the London Boroughs' Management Services Unit. This commenced late in
1967 but the main weight was felt in 1968. All facilities were given to the team and much time
was spent by officers at all levels and in all sections. Final decisions on the Unit's report
had not been made at the end of the year.
The addition of a further position of Senior Medical Officer to the Department, established
consequent upon the retirement of the Associate Medical Officer of Health was approved. Dr.
Beryl Evans was appointed on 1st December 1968.
The Department suffered the loss of one of its senior officers in the early death of Mr.
A.G. Holmes, a principal administrative officer. Mr. Holmes was prior to 1965 the chief
administrative officer for the Finsbury Public Health Department, and since that date he had
been in charge of the environmental health section of the new Department. Mr. R. C. Lockwood
was appointed in his place.
The Department also lost by resignation Mr. A.H. Carter, who had served for 26 years as
chief chiropodist under the London County Council and the Borough Council. His immediate
charge was the foot clinic at Finsbury Health Centre, and he had also played a large part in
the taking over of the chiropody service from the Old People's Welfare Association and extending
it in the new Borough.

The Council's Five Year Programme was reviewed to cover the period 1969/74. Its fulfilment
would be dependent in each case on approval of loan sanction by the Ministries concerned.
