Heating provisions
Although endeavours were made to enforce the provision that shops must be heated
to a temperature of 16 degrees centigrade, after the first hour of opening, several
court case decisions in the year made it doubtful whether successful proceedings could
be instituted against an occupier for not observing this provision, if in defence he
claimed that such a temperature would cause deterioration of his goods.
