With the increase in the number of immigrants extreme difficulty is often
experienced to ensure that the requirements of the Clean Air Act are fully understood
by owners and occupiers.
Nuisances from smoke are often caused by demolition contractors who burn timber
and other waste on the site All cases brought to the notice of the Inspectors have
been effectively dealt with.
Complaints were received of smoke emission from two hospitals in the Borough and
observations were continuing at the end of the year. With regard to one, the Hospital
Authorities who are themselves anxious to do everything possible to abate the
nuisance, called in the National Industrial Fuel Efficiency Service whose representatives
met the Inspector on the site and submitted recommendations to the Hospital Board which
are receiving attention. It is appreciated that the boiler cannot be closed down because
it would mean shutting the hospital and as it provides a greater part of the hospital
services for the Boroughs of Islington, St, Pancras and Hornsey this is clearly
impossible.
