it was difficult to take action as the cafe changed hands frequently. The premises,
although mainly structurally sound, were found to be in a filthy and deplorable
condition. The cooking apparatus, walls, shelves and other fittings were covered
with a layer of grease and dirt. The floor was dirty and littered and there was every
appearance that clean sawdust had been put down on the top of existing dirt. Items
mingled with the sawdust included bus tickets, egg shells, matchsticks, cigarette ends,
banana peel, burnt paper, cigarette packets and remains of slices of bread. Behind
and around the cookers there were empty match boxes, mouldy potato chips and a
thick layer of grease. The floorboards inside the kitchen were broken and rotted.
An open bucket used for the reception of kitchen waste was found to be coated
with a thick layer of decomposing matter. An enamel bowl used for the storge of
cooking fat and containing a small amount of dripping was found to contain spent
matchsticks. No soap and clean towels were available for the use of the staff.
There was also evidence that horseflesh was being sold for human consumption.

It is very necessary for the Inspectors engaged on duties under the Food and
Drugs Act, 1938, etc., to be kept informed of the latest developments in food
hygiene and bacteriology. In this connection the Council approved the attendance
of certain Inspectors at a course on the Bacteriology of Food and Food Poisoning
given during the year by the Public Health Laboratory Service.
