The Council also made some slight amendment in the assessment scale for
Home Help charges, whereby the charges in the case of small-size families were made
a little more lenient.
Home Help work in 1937 :
96 women had Home Helps during their period of confinement during the year
1937. (This includes one case which was commenced in 1936.)
On assessment under the Council's Scheme, 32 paid varying amounts towards
the cost of the Home Help, and, owing to their circumstances, in 64 cases the Home
Help was provided free of cost to the patient.
The Council paid to Home Helps the sum of £215 5s. 3d. towards which
patients contributed £26 10s. The actual cost of the scheme to the Council was
therefore £188 15s. 3d.
MILK GRANTS FOR NECESSITOUS, EXPECTANT AND NURSING MOTHERS
AND CHILDREN UNDER FIVE YEARS OF AGE.
Reconsideration of the Income Scale for the granting of milk free or at partial
cost adopted by the Council on the 18th January, 1935, was made during the past
year, arising out of the recommendations in Circular 1519, whereby Local Authorities
were requested to review their arrangements so as not to render it difficult for any
mothers to take advantage of the Local Authorities' Scheme. The scale was
accordingly revised as follows :—

6s. a week and under, after allowance for rent, Free.
6s. Id. to 7s. 5d. a week, after allowance for rent, Quarter Cost.
7s. 6d. to 8s. a week, after allowance for rent, Half Cost.

In addition certain minor restrictions were removed such as children up to five
years (in place of 3 years) not attending school becoming eligible ; expectant
mothers becoming eligible on presentation of a medical certificate or midwife's
certificate giving expected date of confinement, in place of the previous restriction
of the last three months only of pregnancy, and an increase in the amount of milk
which might be granted to any one family.
During the year 1937, the sum expended in the provision of fresh and dried milk
for necessitous, expectant and nursing mothers and children under five years of age,
amounted to £3,347 4s. 9d., as against £2,364 18s. 2d in 1936. The total amount
expended since the Order came into operation in 1918 is £71,874 11s. 9d.
The total recipients during the year numbered 11,169 and the quantity of milk
supplied to them was equal to 256,861 pints (32,105 1/8 gallons). The corresponding
figures for 1936 were 8,147 and 182,206 pints.
