RAG AND BONE DEALERS.
A person carrying on the business of a rag and hone dealer has his place of
business and the conduct thereof governed by by-laws made by the London County
Council under Section 9 of the London County Council (General Powers) Act, 1908.
These by-laws are dated 1923 and 1928. In addition to other regulations regarding
the premises, etc., a rag and bone dealer in or from any part of the premises
or in connection with his business or in the course of his business while carried on
from any cart, barrow or other vehicle or receptacle used or in any way connected
with his business "shall not sell or distribute or cause or permit to be sold or
distributed any article of food or any balloon or toy" under liability of a penalty
for every such offence of £5.
An investigation during the year showed that there were in the Sanitary
Inspectors' districts as follows :—5 rag and bone dealers in No. 2 district; 1 in
No. 3; 8 in No. 4; 7 in No. 6; 3 in No. 7; 1 in No. 8; 2 in No. 9; 3 in No. 11;
4 in No. 12, and 3 in No. 14, a total of 37. Of these, 33 were satisfactory, one in
district No. 6 was "fair," that is, passable, one was less than this, that is, poor
condition and required "stimulation, and one was in a very dirty condition and
had to have notice served. In district 11 there was one in a "poor" condition.
In all these cases the premises are being kept under extra supervision.
HOUSING.
Review—The Borough Council appointed a Housing Committee in May,
1919, to exercise the powers and duties conferred upon the Council by the Housing
and Town Planning, etc., Act, 1919, and subsequent Housing Acts.
From that date up to the end of 1933, the following Housing Schemes have
been carried out:—
Addington Mansions, 107 flats. On site in Highbury Park and Highbury
Grange. Cost-£ 175,262.
Halton Mansions, 160 flats. In Halton Road. Cost—£192,546.
Manchester Mansions, erected in Sunnyside Road, and
No. 88, Hazellvillk Road, an adjacent property acquired for housing purposes.
The two properties comprise 41 flats. Cost—£57,484.
City Mansions and Queen's Mansions. Situated in North Road. Properties
acquired by the Council and necessary alterations made. 92 flats. Cost
—£92,094.
Warltersville Mansions, erected by the Council in Warltersville Road. 46
flats. Cost—£45,948.
Laycock Mansions. 132 flats. Erected by the Council on a site in Laycock
Street. Cost—£88,135.
Tyndale Mansions. On sites adjoining the Town Hall, Upper Street. 102
flats. Cost—£83,914.
Avenell Mansions. In Avenell Road. Erected by the Council. 40 flats.
Cost—£25,638.
Leyden Mansions. Situated in Warltersville Road. Erected by the Council.
111 flats. Cost—£73,890.
The Council also have under their control miscellaneous Dwellings to the
number of 66, the cost of which amounted to £35,180.
