LONDON COUNTY COUNCIL (GENERAL POWERS) ACT, 1932.
UNSOUND FOOD AS PRIZES.—In the Medical Officer of Health's Annual
Report for Islington for the year 1930, pages 76 and 77, a summarized report was
given of an investigation in Islington where unsound food (chocolates) was distributed
as prizes. A prosecution could not be undertaken as the "food" was not
"exposed for sale." The matter was duly reported and later came before the
Standing Joint Committee of the Metropolitan Borough Councils, with the result
that the case has now been met by legislation in the London County Council
(General Powers) Act, 1932. The Act, which came into force on the 12th July,
1932, in Section 8, provides an extension of Section 47 of the Public Health
(London) Act, 1891, in respect of the inspection and destruction of unsound meat,
etc., and now any animal or any article whether solid or liquid which is intended
for the food of man is deemed to be sold or exposed for sale or deposited in such
premises or place for the purpose of sale or preparation for sale as the case may
be even when no money passes if it is offered as a prize or reward.
PRESERVED FOOD AND ICE CREAM.
In this Act also preserved food and ice cream (the latter was previously dealt
with under the London County Council (General Powers) Act, 1928) come under
review as regards the registration of premises. Any premises in a district of any
sanitary authority used or proposed to be used (1) for the sale or manufacture for
the purpose of såle of ice cream or other similar commodity or the storage of ice
cream or other similar commodity intended for sale; or (2) for the preparation or
manufacture of sausages or potted, pressed, pickled or preserved meat, fish or
other food intended for sale, shall be registered by the owner or occupier or
intending occupier thereof with the sanitary authority.
It will be noted that this involves the registration of premises where the
following articles are made:—
SAUSAGES and allies, large and small, with or without skins. Saveloys,
Black Puddings, White Puddings, Haggis, Rissoles, Bladders of Lard and
sausage skins alone.
Meat, potted, pressed, pickled, preserved. —Potted meat or
head, tongues, etc., Meat Pastes, Meat Extracts, Faggots, Cooked Meats, Sheep's
Head, etc., Pork, Meat Pies, Pork Pies, Dripping, Brawn, Brisket (pressed),
Meat and Pork (pressed), Meat and Pork (pickled), Trotters (pickled), Hams and
Bacon (boiled, cooked, smoked or cured or otherwise preserved).
Fish, potted, pickled, preserved.—Pastes, various. Fish, cured or dried,
Eel Pies' and Jellied Eels, pickled or soused fish, canned fish.
OTHER FOODS.—Potted, Pressed, Pickled, Preserved. Canned soups
containing meat, hors d'oeuvres, if containing meat or fish.
As a consequence of this legislation, 64 premises for preserved food were
registered during the six months ending the 31st December, 1932. In addition, of
course, the ice cream premises, numbering 336, remained registered and all the
premises come under the provisions of the new Act.
NOTIFICATION OF FOOD POISONING.
Section 7 of the London County Council (General Powers) Act, 1932, requires :
—Every registered medical practitioner attending on any person shall if he suspects
