SCAVENGING.
Particulars are required in the Annual Report of any extension or improvement
during the year of methods of scavenging or refuse disposal, and a statement
as to the character and efficiency of the arrangements for the removal and disposal
of house refuse.
Mr. H. F. Wigfield, the Borough Cleansing Superintendent, has kindly
supplied me with the following statement :—
(1) Street Sweeping.—No material alteration has taken place with regard to
the mileage of the streets swept during 1931 as compared with the previous
year.
(2) Two “ Karrier” petrol Motor Sweepers and Sprinklers were purchased
and put into commission during the year to take the place of two “Laffly”
sweeping brooms which had been in service since the middle of 1921.
(3) Two “Shelvoke and Drewry” totally-enclosed low-loading 3-ton refuse
collection vehicles were purchased and put into commission during the
year.
(4) The method of refuse collection is on the same principle as for the past few
years. During 1931 81% was collected by mechanical vehicles and 19%
by horses and vans, the same percentage as for 1930.
(5) In November, 1931, a new 5 years' contract was entered into for the
disposal of house and trade refuse. The material is, as formerly, sent to
the contractor's dumps at Blackridge and Holwell, Hyde, Hertfordshire,
where it is deposited in layers of approximately 6 feet in depth, each layer
being covered with 9 inches of soil, and otherwise treated in accordance
with the Ministry of Health's recommendations.
(6) The arrangements for both collection and disposal of refuse are, I think,
generally satisfactory, and compare favourably with those which exist in
other Boroughs.
During the year the Medical Officer of Health visited the contractor's dumps
in Hertfordshire to obtain first-hand information as to the conditions under which
the disposal of refuse was being carried out.
REMOVAL OF DUST.
36 applications were received during the year by the Public Health Department
for the removal of dust.
The applications received for the previous ten years were as follows :—
1921 21 1926 20
1922 15 1927 25
1923 16 1928 25
1924 33 1929 21
1925 21 1930 40
Dust Receptacles Provided.—During the year 1,402 dust receptacles
were provided by owners of property under notice.
