Synopsis of Inspectors' Work.—The following statement gives a brief synopsis of the district inspectors' work in 1929:—

Notices Served.— There were 4,758 intimation notices served by the
inspectors with respect to nuisances. In 550 instances it became necessary, as
the intimations to owners or occupiers of the properties had been ignored, to
report the nuisances to the Public Health Committee, who ordered statutory
notices to be served.
Verminous Premises— Bedding and Clothing.— 88 premises which
were found to be in a verminous condition, were cleansed by the owners or
occupiers upon receiving the Inspectors' intimations. In 13 instances it was
necessary to remove the bedding and clothing to the Disinfecting Station for
purification or destruction.
Rag Flock Acts, 1911 and 1928.— These Acts prohibit the snle or use,
for the purpose of making any article of upholstery, cushions or bedding, of
unclean flock manufactured from rags. The expression "flock manufactured
from rags" is defined as flock which has been produced wholly or partly by
tearing up woven or knitted or felted materials, whether old or new, but does not
include flock obtained wholly in the processes of the scouring and finishing of
newly-woven or newly-knitted or newly-felted fabrics.
In the routine inspections, the Sanitary Inspectors found no cause for action
to be taken.
Smoke Nuisances.— 72 complaints of smoke issuing from factory chimneys
in the Borough were investigated, and as a result 103 observations were made by
the District Inspectors, and 9 notices served upon the owners of the businesses
requiring the abatement of the nuisance. It was not, however, found necessary
to institute legal proceedings.
Water Certificates.— 22 water certificates were granted in accordance
with the provisions of sec. 48 (2) Public Health (London) Act, 1921, in respect of
207 separate tenements newly erected or rebuilt during the year.
WIDOWS', ORPHANS' AND OLD AGE (CONTRIBUTORY) PENSIONS
ACT, 1925.
Since these powers were delegated by the London County Council, no case
has arisen so far under Section 6, so none falls to be reported on in 1929. The
Section deals with the special provisions as to additional allowances and Orphans'
Pensions, and in certain cases the Orphan's Pension payable in respect of a child
would in the interest of the child be administered by the local authority or some
other person for the benefit of the child, where a representation is made to the
Minister by the local authority, or otherwise.
