Housing Act, 1935—Overcrowding Survey.
The survey required to be carried out under Section 1 of the Housing Act,
1935, to determine the extent of overcrowding, and the number of new houses
required to abate such overcrowding, was commenced in Holborn in May, 1935.
The preliminary enumeration was carried out partly by canvassers employed
on the annual revision of the register of electors and partly by temporary staff
specially engaged for the purpose. For the measurement of rooms temporary
survey and clerical assistants were employed.
The preliminary survey was completed by the 31st December, 1935, the total
cost being £549. 15s. 8d. The results obtained are shown on the form "C"
attached to this Report.
This form relates to the whole Borough; it will be observed that of the 5,858
families enumerated at the survey, 700 (11.9 per cent.) were found to be
overcrowded.
The following table shows the distribution of overcrowding in the various
