SANITARY CIRCUMSTANCES OF THE BOROUGH
Survey of Health Services
In March, 1934, a communication was received from the Ministry of Health
respecting a report made by Officers of the Ministry following a survey of the
public health services in the Borough After referring to the reasonable standard
of efficiency and progress maintained by the Council, the Minister recommended
certain matters for consideration Two of these were concerned with Maternity
and Child Welfare, and arrangements were made by the Maternity and Child
Welfare Committee to give effect to the Minister's suggestions: —
Other matters to which attention was directed were the following: —
(a) Tuberculosis It was suggested that an increase in the amount of
home visiting carried out by the Tuberculosis Officer would be beneficial
Arrangements for this were made by the Medical Officer of Health in
consultation with the Tuberculosis Officer
(b) Sanitary Inspectors The Minister suggested that the question of
the adequacy of the sanitary inspection staff for the needs of the Borough
should be considered
Having regard to the trend of much recent legislation to impose
additional work on local authorities and their staffs, particularly in connection
with Housing and Food, resulting in a considerable extension of, and
addition to, the work of the Sanitary Inspectors, the Council decided to
appoint an additional male Sanitary Inspector The actual appointment,
however, was suspended pending the appointment of a Medical Officer of
Health in the place of the late Dr C W Hutt
(c) Supervision of Food Supplies The communication suggested that
milk shops and dairies should be more frequently inspected and that the
sampling of milk for tubercle bacilli and general bacterial content should be
resumed Arrangements were at once made for sampling to be resumed as
suggested, and for the more frequent inspection of milk shops and dairies to
be effected on the appointment of the additional sanitary inspector
(d) Public Cleansing As regards this service generally (refuse collection
and disposal, and street cleansing) the Minister expressed the opinion (i) that
arrangements for dealing with the refuse at the Contractor's depot in
Lambeth should be discontinued, (ii) that the Council should consider the
question of putting the work in charge of a special Cleansing Officer
The Contractors having expressed their willingness to carry out work
with a view to improving their depot, the Council decided, subject to the
approval of the Minister, to accept the offer for an experimental period*
* Subsequently the Contractors' dep6t was closed
