exercises where 50 "casualties" reported for treatment at one time,
were initiated and found to be very valuable as it gave good practice
in perfecting the organisation of personnel in dealing quickly and
efficiently with large numbers of casualties. The two Mobile Units
are stationed at First Aid Posts and were being used in exercises in
June, 1939, with the result that they, too, were ready for immediate
action when general mobilisation was ordered. A nucleus only of
Stretcher Party personnel was available in September last but as a
result of strenuous efforts in recruiting and concentrated training, the
permitted war time establishment was obtained within a month. In
order to enable personnel to qualify for recognised First Aid certificates,
Dr. Rees conducted a course of lectures at each Depot and 94 per
cent, of the candidates passed the examination. Parades and physical
training, etc., were instituted with the result that a good standard of
discipline has been maintained.
I beg to record my appreciation of the kindness and support shewn
me by members of the Council and of the Committees which I serve,
and by the members of the staff of the department.
I have the honour to be,
Mr. Mayor, Ladies and Gentlemen,
Your obedient Servant,
H. LESLIE OLDERSHAW,
Medical Officer of Health.
