Suspension Orders
Following the recommendation of the London Boroughs Association
and acting on the advice of the Minister of Housing and
Local Government as given in Circular 63/70, the Council decided
in view of the national shortage of smokeless fuels to apply to the
Minister for approval to the suspension of approximately 40% of
the total premises covered by smoke control orders. In order to
decide those orders for which suspension should be sought, regard
was had to a number of factors such as the probable amount of
the shortage of fuel, the number of open grate appliances capable
of burning bituminous coal and the need to identify a convenient
boundary recognisable by all and assist fuel merchants from a
distributive viewpoint.
As a result of consideration of these factors a suggestion was
accepted that the convenient boundary might be Shooters Hill and
Shooters Hill Road to the junction with and continuance along the
Blackwall Tunnel Southern Approach Road, thereby encompassing
those areas to the north east and those flanking the River Thames
on the north. The proposed period of suspension was from the
1st November, 1970, to 31st March, 1971, and the 18 areas affected
were as follow:—
The Minister of Housing and Local Government made The
Clean Air (Suspension of Smoke Control—Greenwich) Order,
1970, on the 19th October, 1970, which came into operation on
1st November, 1970.
Publicity of this Order was given by means of posters exhibited
in each of the affected areas and by notices in local newspapers.
In addition, all local fuel merchants were informed by
letter and provided with a copy of a map of the area.
Grants
During the year, 931 grants amounting to £23,278 17s. 2d. were
approved by the Council. These grants were in respect of applications
for works of conversion or adaptation carried out which had
previously been proposed by the applicants and approved by the
