New Legislation
Riding Establishments Act, 1970
Coming into operation on 1st January, 1971, the abovementioned
Act amends the principal Act of 1964 and confers
further powers on local authorities with respect to the licensing of
riding establishments.
The new Act provides that a local authority, if not satisfied that
it would in all circumstances be justified in granting a licence to
an applicant, it may issue a provisional licence to remain in force
for three months. Thereafter, a further licence may be granted for
an additional period of three months. A local authority shall not,
however, authorise a person to keep a riding establishment, by
virtue of a provisional licence for a period longer than 6 months
in any one year.
This Act extends the conditions that a local authority shall have
regard to in determining whether to grant a licence to the applicant.
Such conditions include the suitability and experience of the
proprietor; the health and suitability of the horses kept for hire;
the suitability of the accommodation for the horses; the availability
of adequate supplies of food and water; the suitability of
drainage, ventilation, storage for forage, tackle, etc., and that firstaid
equipment and fire-precaution facilities are available.
The Caravan Sites Act, 1968, (Part 11) (Commencement) Order,
1970
Made under Section 17(2) of the Caravan Sites Act, 1968, this
Order brought Part II of that Act into force in England and Wales
on 1st April, 1970.
