on realistic measures of future needs. Looking back over the last
5 years, there has been a broad advance on the whole social front;
no category of deprived or socially or physically handicapped has
not benefited to some extent and, while deficiencies and shortcomings
can be demonstrated, these are not due to indifference,
to an unawareness of need or to an invincible ignorance but are
dictated by the limitation of resources which can be made available.
In conclusion, it is always a pleasant task to record my appreciation
of the help which I have received from many sources
throughout the year. My Chairmen, Councillor Mrs. Mitchell and
Councillor Newland, and all the members of the Health and
Welfare and Children's Committees have given me unfailing
support and my senior colleagues in the Directorate have been ever
helpful and have relieved me of much of the burden. I trust that
this account of this year of endeavour will give cause for reasonable
satisfaction.
Your obedient Servant,
J. Kerr Brown,
Medical Officer of Health and
Director of Social Services.
