had a severe degree of neurological abnormality which, together
with some retardation rendered impossible any education in the
formal sense. Profound intellectual impairment amounted to 2.6
per 1,000.
Observation/Handicap Register
Plans to incorporate the "At Risk", Handicapped and Deaf
lists into one composite Register were put into effect and its
compilation continued throughout the current year. At present,
for administrative reasons, the "At Risk" register remains separate.
This new observation/handicapped register is most complete for
children under 5 years but schoolchildren will be fully represented
in due course.
Co-ordination between all sections interested in the care of
handicapped children has always been good but it is probably even
better now. Certainly greater use has been made of the new register
which demonstrates the ease with which statistics can now be
obtained and have already been provided for various research
purposes.
The accompanying table indicates not only the number of
children and the type of handicap from which they suffer but also
the trend since 1965. These figures differ from those given in
previous Annual Reports in that each child is represented once
only and, in the case of multiple handicaps (and many children do
have more than one handicap) it is entered under the most severe
defect. In cases of doubt, the handicap which most restricts the
child is the one listed for the register.
