Brook
This is an Area of some 290 acres comprising 1,885
permanent dwellings, of which total 62 are Borough Council, 950
Greater London Council and the remainder privately owned. In
addition there are 34 commercial premises and 7 other premises.
Plumstead
This is an Area of predominantly private property comprising some 324 acres and 3,733 dwellings. Of this total 180
are Borough Council, 25 Greater London Council, 3,513 privately
owned and the remaining 15 Borough Council temporary dwellings. Included in this Area are 226 commercial premises and
23 other premises.
In respect of both Areas it is estimated that 75 per cent, of
the dwellings require some form of conversion or adaptation and
their operative date is 1st December, 1966.
Following their confirmation by the Minister, Public Meetings were held in each Area whereby residents were able to make
enquiries to members and officers of the Council. In addition,
local fuel suppliers and representatives of the London Electricity
Board and South-Eastern Gas Board attended, to reply to questions relative to their particular organisations and to provide
displays of appliances. Both meetings were very well supported.
On the same date as the Brook and Plumstead Smoke Control
Areas were declared, the Council approved in principle the
Blackheath Park Smoke Control Area with a view to it being
declared in the Summer of 1966. This Area comprises approximately 626 acres and 3,450 properties.
At the end of the year there were 6,051 acres and 39,945
dwellings within operative Smoke Control Areas, and a further
1,028 acres and 7,204 dwellings within Areas being brought into
operation. Details in respect of these Areas are set out in the
table on page 201 and their respective coverage of the Borough
shown on the accompanying map.
Within the Borough a Senior Clean Air Inspector and a
team of two Clean Air Inspectors and three Technical Assistants
are employed full-time on duties in connection with atmospheric
pollution and with the surveying and inspections of properties in
Smoke Control Areas. Such duties involved a total of 9,021
inspections and visits.
The Council's date for the whole Borough to be smokeless
is 1970.
