Homeless Families—Accommodation
The first priority of the Department in dealing with the problem
of homelessness is the provision of shelter to overcome the immediate
crisis. Our present resources have proved sufficient to meet
these needs.
Acting on the instructions of the Council, the Department's
policy for dealing with homelessness is an enlightened one. We
are not prepared to see families breaking up, with fathers separated
from wives and children, which makes the ultimate re-establishment
or rehabilitation of the family unit difficult if not impossible. This
is not to say that families are encouraged passively to accept everything
that the Council is prepared to provide. The most strenuous
efforts are made by the Department's officers to induce families to
