London County Council (General Powers) Act, 1963.—Under
Section 11 of this Act every building which is used or intended
to be used for any trade, manufacture or business shall, with
certain exceptions, be provided with trade refuse facilities
approved by the Borough Council which shall have regard to
the use, character and construction of the building, the type of
dustbin provided and the quantity and nature of the trade refuse.
In connection with the provision of dustbins. Section 12 of
the same Act substitutes the term "premises" for that of "house"
which is used in Section 12 of the L.C.C. (General Powers) Act,
1954.
The Smoke Control Areas (Authorised Fuels) Regulations,
1963.—Made under Section 34(1) of the Clean Air Act, 1956,
these Regulations, operative from 29th July, add the National
Coal Board's "fluidised char binderless briquettes" to the list
of authorised smokeless fuels.
Alkali, &c., Works Order, 1963.—This Order, operative from
1st April, was made under Section 4(1) of the Public Health
(Smoke Abatement) Act, 1926, as augmented by Section 17(3)
of the Clean Air Act, 1956, and extends and varies the list of
works scheduled under the Alkali, &c. Works Regulation Act,
1906, and extends the list of noxious and offensive gases mentioned
therein.
Arrangements are made to notify local authorities individually (a) of works in their area, not at present registered under
the Act of 1906, which are registered in accordance with the
requirements of the Order and (b) of works which cease to be
subject to registration by virtue of the Order.
Factories Act, 1961. Under this Act the principal
functions are administered by the Ministry of Labour and National
Service through H.M. Factory Inspectors. The Sanitary Authority
is charged with the duty of enforcing the legislation as to sanitary
accommodation in all factories in its area and in those factories
where mechanical power is not used, the following: —
Cleanliness
Ventilation
Temperature
Overcrowding
Drainage of floors
All factories must have an adequate supply of drinking water
from a public main or some other source approved in writing by
the Council.
