At the end of the year five licences were in operation and 14
inspections were carried out by the Public Health Inspectors in
connection with the issuing of such licences.
Land Charges Act, 1925.—Under this Act enquiries concerning
outstanding notices under the Public Health and Housing Acts
on properties in the Borough are received from time to time by the
Town Clerk. During the year 893 reports on such enquiries were
forwarded to his department.
Drainage and Sewerage.—During the year 430 drains were
tested, 328 were opened, cleansed or repaired and there were 601
constructions and re-constructions, alterations and improvements
effected.
Only two cesspools remain in use in the Borough and under the
Borough Engineer's direction these arc emptied on request.
One hundred and eighteen plans of drainage and other
sanitary works relating to existing and new buildings were examined
and approved.
Discharge of Trade Effluents into Sewers.—Under the provisions
of the London County Council (General Powers) Act, 1953, the
Borough Engineer's Department consulted with various public
bodies and carried out a site survey from which a list of 330 premises
has been compiled where trade effluents are discharged to the
public sower. Of these, 65 connections are directly to sewers under
the control of the London County Council and will be dealt with by
that authority, under the provisions of the Act.
In connection with this matter the Borough Engineer has
kindly supplied the following information :—
" During the year, the survey work at existing premises was
completed and the register prepared of trade effluents under the
London County Council (General Powers) Act, 1953.
A start was made upon the sampling of trade effluents, informal
samples being taken and analysed from the discharges of thirteen
industrial concerns. Of these, five were found to bo unsatisfactory
and the firms concerned are now taking steps to rectify the matter.
During the year, the first application was made under the new
Act for the discharge of a new trade effluent to the Council's sewerage
system and conditions were laid down in conjunction with the
London County Council, both for the protection of sewers from
damage and for the protection of treatment at the Southern Outfall
Works."
