The Old People's Welfare Committee is now well established
and I have included details of welfare work undertaken for the old
people in the Borough.
The Food and Drugs Act became law at the beginning of the
year, together with the Food Hygiene Regulations, although the
implementation of some of the provisions of the Regulations was
delayed until July.
The Clean Air Act passed through Parliament and became law
on the 31st December, and I have detailed the main provisions in
so far as they affect the Health Department. Meanwhile, the
Department continues to measure smoke and sulphur dioxide
concentration at Charlton House and the Town Hall as part of a
research project covering the whole of the country. With the Clean
Air Act, now law, serious attention will have to be given to the
creation of smoke control areas. This will necessitate major policy
decisions by the Council together with close co-operation with
adjacent boroughs, in order to ensure uniformity of practice.
In conclusion, I wish to thank the staff for help and loyalty
throughout the year, and I am glad to record the support which I
have received from the Chairman and Vice-Chairman of the Public
Health Committee. I am also pleased to acknowledge the kindness
and consideration of the Town Clerk and other Chief Officers to me
personally.
I have the honour to be,
Your obedient Servant,
J. Kerr Brown.
