decided that more attention shall be given to existing property with
particular stress not only on the clearance of slums and their replace—
ment but also on essential repairs and the encouragement of improve—
ments and conversions.
Part II of the new Act allows a ' repairs increase ' in rent
subject to certain conditions. Briefly stated, these conditions cover
the production by the landlord of evidence that work of a specified
value has been carried out and that the dwelling is in good repair
and reasonably suitable for human habitation, the term ' good
repair ' being defined in the Act for this purpose.
A tenant, if dissatisfied with the evidence presented by the
landlord, can apply to the Local Authority for a Certificate of Dis—
repair.
In the event of a Certificate of Disrepair being issued, then,
subject to satisfactory proof being provided by the landlord that
such work as required by the Local Authority to bring the dwelling
house up to the required standard has been executed, by suitable
application he can obtain the revocation of the Certificate of Dis—
repair.
Factories Acts, 1937/48. Under these Acts the principal
functions are administered by the Ministry of Labour and National
Service through H.M. Factory Inspectors. The Sanitary Authority
is charged with the duty of enforcing the legislation as to sanitary
accommodation in all factories in its area and in those factories
where mechanical power is not used, the following :—
Cleanliness
Ventilation.
Overcrowding.
Drainage of floors.
All factories must have an adequate supply of drinking water
from a public main or some other source approved in writing by the
Council.
During the year 398 inspections were made by the Council's
Inspectors in relation to the 361 registered factories. The latter
figure includes 66 premises where mechanical power is not used.
Defects were found in 31 instances, all of which were remedied.
