waste was sent for processing as pig food, from which an income
of £9,823 0s. Od. was derived."
Piq Bin Nuisance.—During the summer months a number of
complaints were received. These usually fell into the following
categories:
(а) Tenants object to the pig bins being placed outside
their residences.
(b) Nuisance caused by foul smells and flies.
(c) During prevalence of high winds the lids of the bins
are often blown over. This allows easy access to stray dogs,
with the result that contents of bin are often strewn on the
footway.
All streets where pig bins are deposited are visited by the
Departments' Anti Fly Squad and treated as occasion demands.
Disinfestation of Verminous Premises.—The disinfestation
of verminous houses has been conducted on similar lines to that
discussed in previous reports, with the exception that D.D.T. has
largely superseded the methods formerly adopted when rooms and
contents were sprayed with a vermicidal agent.
The Sanitary Inspectors dealt with 531 cases where the rooms
were either verminous or dirty; in addition the Disinfestation
Staff sprayed 917 rooms and contents with D.D.T., whilst in 39
cases bedding etc. was removed to the Councils' Disinfecting Station
and treated by steam disinfection.
Rent and Mortgage Interest (Restrictions) Acts, 1920—
1939.—Under the provisions of these Acts landlords are permitted
to make certain increases of rent, and tenants whose houses are
not in all respects reasonably fit for human habitation may apply
to the Sanitary Authority for a certificate to this effect enabling
them to suspend payment of the increased rent until the necessary
works shall have been completed to the satisfaction of the Sanitary
Authority.
During the year fifteen applications were received and twelve
certificates were duly granted.
Landlords may also apply to the Sanitary Authority for a
report that the necessary works had been executed to the satisfaction
of the Council. One application was received and a report
duly granted.
