SECTION C.
SANITARY CIRCUMSTANCES OF THE AREA.
The tables on pages 42 and 46 summarise, as far as possible
the Sanitary work of the Department; from there it will be
seen that a total of 22,231 houses and premises have been
inspected or re-inspected during the year; 1,642 intimation notices
and 187 statutory notices have been served.
There were altogether throughout the year 781 complaints
registered.
FACTORIES, WORKSHOPS AND WORKPLACES.
The number of Factories, etc. upon the Register at the close
of the year was 262. 58 Workshops, 6 Wharves and Quays, and
4 Warehouses were also registered.
The whole of these premises were kept under systematic
observation by the Inspectors, who made 563 inspections. In
the case of factories the duty of inspection is mainly carried out by
H.M. Factory Inspector under the Factory and Workshops Acts,
1901-1907.
The duties of the Sanitary Inspectors are limited to such
questions as sanitary accommodation, nuisances arising from smoke,
etc., except in the case of food premises and bakehouses, where
the Borough Council have wider powers. Co-operation is maintained
with the Factory Inspector in dealing with factories and
workshops. In workshops where female labour is employed,
supervision is maintained by the Woman Sanitary Inspector.
No evidence has been forthcoming to show that any local
occupation exercises an adverse influence on the health of the workers
engaged therein.
Outworkers' Register.—Three lists, containing 4 names and
addresses, have been received from employers within the district.
In addition to this, 26 lists containing 53 names and addresses of
Outworkers residing in this Borough were received from Medical
Officers of Health of other Boroughs (thus giving a total of 57
Outworkers in the Borough). Two lists with 11 names and addresses
were forwarded to other districts. 102 visits of inspection have
been paid to these premises.
