Houses in Multiple Occupation:
The Council has given serious consideration to the many complex
problems arising from the multi-occupation of houses but owing to the serious
shortage of staff and other difficulties involved, including the possible
displacement of tenants, no formal action was decided upon. The Department
however, has continued to press for additional amenities to be provided in
individual premises where reasonably possible, on an informal basis.
Artificial Lighting of Staircases:
Bye-Laws were made by the Council in 1958, under the London County
Council (General Powers) Act 1956, requiring the adequate artificial lighting
of common staircases in tenement houses and flats.
During the winter of 1963/64 a survey of all the blocks of flats in the
3orough was carried out by the Public Health Inspectors regarding the
artificial lighting of the staircases and landings. Some 52 visits of inspection
were actually made in 1964. It was found that the standard of lighting was
reasonably good and in only a few instances was it necessary to request
owners to carry out modifications or effect repairs to the existing
installations.

Inspection of properties are made in connection with all applications
to the Council for a certificate of disrepair and for their cancellation.
