The conversion of firegrates in the No. 4 Area was completed during
1964. In this connection, 35 notices were served under Section 12 (2) of the
Clean Air Act,
A start was made on the survey of the sixth area, but owing to the loss
of two Public Health Inspectors successively responsible for this work, the
Smoke Control Officer's time was increasingly devoted to the implementation
of existing orders.
During December, special observations were made in the four areas
subject to Smoke Control Orders. In the case of non-residential buildings,
emissions of smoke were observed from 12 furnaces, including one hospital.
Two of the furnaces were exempt from the Orders; one premises was made
the subject of a notice and in another case the National Industrial Fuel
Efficiency Service had been consulted. In the other instances, some of the
smoke emissions were from oil-fired furnaces and all were of a minor
character.
Smoke arising from dwellings was observed on 43 occasions. A warning
letter was distributed to all the tenants of the flats concerned, as it appeared
that, in spite of conversions having been carried out, bituminous coal was
still being sold and used in the district. It was also discovered that many
new tenants had not been informed of the existence of aSmoke Control Order.
