ACKNOWLEDGEMENTS
From year to year, Mr, Mayor,, I have made acknowledgement to your
predecessors of the help and support given to me by the Council,
members of Committees, and their several Chairman: it gives me
pleasure to reaffirm my gratitude on this occasion; without that
mutual confidence which has existed much less would have been accom
plished.
I regret that I cannot here express my sense of obligation
individually to the many members of my staff, who have given me
throughout loyal support; their work has constantly enhanced the
