During the previous year considerable interest was displayed
in the conditions in this Common Lodging House and the circumstances
relating to those making use of it. The Calouste Gulbenkian
Trust agreed to finance an investigation into the needs of these
men, and the circumstances that led to them to reside temporarily
or permanently in it, with a view to considering any assistance
which could be given to them.
This survey undertaken by the London Council of Social
Service in association with the Borough Council, which commenced
in 1958 was continued.
Shops:
A duty was placed on the Council by the Shops Act 1950 to
carry out inspections of retail and wholesale shops and warehouses
to ensure that adequate sanitary accommodation is provided and
that sufficient means of ventilation and heating are provided and
maintained.
Prom the 1st January, 1959, Sec.18 of the London County
Council(General Powers) Act 1958 transferred to the local
authority, the additional duties in respect of the provision of
washing facilities, and facilities for the taking of meals in a
shop by employees.
A register of shops is kept in the department and during the
year 47 visits were paid by the Public Health Inspectors. In two
instances notices were served on the occupiers requiring various
matters to be dealt with.
There are a number of exemption certificates in force which
have been granted by the Council in the past, allowing the use of
sanitary accommodation elsewhere than on the premises owing to
restricted space.
The construction of many new shops and the modernisation of
others has had the effect of raising the standards of shops
generally.
Rag and Bone Dealers:
There are 4 premises in the borough dealing in rags, waste
paper, metal and similar articles. As none of them deal in bones
they do not fall within the scope of the London County Council
Bye-Law in respect of Rag and Bone dealers.
