condition of much of the property and the extent of overcrowding,
the survival of so many old blocks of flats and high houses without
lifts, is a grave problem in relation to the increasing number of
elderly people, and those with heart disease who are obliged to
occupy accommodation approached only by many stairs. Hearts
tired by disease or years of hard work are worn out by the repeated
effort of climbing, or it may be that to avoid such effort persons may
become housebound even to the extent of going short of necessary
supplies, and at any rate to the detriment of their wellbeing.
I gladly take this opportunity of thanking the Chairman,
Vice-Chairman and members of the Health Committee as well as
other Committees of the Council, most sincerely for their continued
and generous support, and I also wish to place on record my thanks
to my staff for their full co-operation and loyal assistance.
