The dreary and desolate character of many parts of the Borough
was enhanced by the frequent deposit of rubble and rubbish on
vacant sites which was difficult to control. The presence of harmless
rubbish on vacant ground apart from being unsightly leads to the
dumping thereon of vegetable and other refuse which may well
constitute a danger to health, especially for children who play there.
When such deposits were recognised as likely to be injurious to health
they were removed by the Council,
