Many important duties in the field of education and encouragement
of the public have had to be neglected to attend to the most urgent and
serious complaints. While this shortage of Sanitary Officers remains
no attempt can be made to perform the house to house inspection, to
improve in a systematic way the standard of hygiene of many food
premises in the Borough which barely satisfy the minimum legal requirements
and to undertake the other multifarious duties which alert and
well-trained officers perform.
In these early months I have been fortified by the help of a loyal and
willing staff. Likewise the Town Clerk and the other Chief Officers
have shown me much kindness and consideration.
Finally, I should like to thank the Chairman and Vice-Chairman of
the Public Health Committee for their support and co-operation
throughout the year.
I remain,
Your obedient Servant,
John Kerr Brown,
Medical Officer of Health.
