During the year the conduct of certain members of the female staff
was considered by the Maternity and Child Welfare Committee in connection
with failure to carry out instructions of that Committee and/or
in connection with matters of discipline.
Such action as was taken failed, in at least one instance, to put an
effectual stop to this difficulty with the result that an undue proportion of
my time was spent upon investigations connected therewith and I therefore
found it necessary to address the following statement to the Public
Health and Housing Committee:—•" By reason of the disregard of certain
Health Visitors to observe the instructions of the Maternity and Child
Welfare Committee, a substantial amount of my time has been spent
lately upon investigating these matters. I report this as I feel that this
encroachment upon my time will,if continued, have an adverse effect upon
the discharge of my statutory duties as Medical Officer of Health in the
administration of the various Statutes and the Orders and Regulations of
the Ministry of Health."
