This service continued to expand during the year particularly during
the latter part when a regular twice-weekly collection of soiled articles was ensured
Thirteen cases were on the register at the end of 1963 and 2 ,423 items of laundry
were collected , cleansed and returned during the year.
Prevention of Damage by Pests Act, 1949
During the year, 285 complaints of infestation by rats or mice were
received and in most cases of rat infestation smoke tests of the drainage of the
premises affected were carried out by the rodent operatives under the supervision
of the Public Health Inspectors. Eight notices under section 4 (1) of the Act were
served.
Systematic baiting and poisoning was carried out by the Rodent
Operatives, with satisfactory results.
In accordance with the suggestion of the Ministry of Agriculture,
Fisheries and Food , all sewers under the control of the Council were baited twice
during the year.
National Assistance Act, 1948
Under Section 47 of the National Assistance Act, 1948, as amended
by the National Assistance (Amendments) Act, 1951, provision is made whereby a
court of summary jurisdiction may make an order for the removal of ill, infirm or
incapacitated persons who are not receiving proper care and attention.
During the year under review it was found necessary in seven cases
to use the powers of the Act:-
Six of the cases were of aged and infirm persons who were
unable to care for themselves and were not receiving from
other persons proper care and attention. In addition , they
were all in urgent need of hospital treatment for various
conditions. They all refused to enter hospital and , in their
own interests , there was no alternative but to apply for
removal orders which were granted by the Magistrate.
The other case was in respect of a woman aged 59 years ,
who was suffering from diabetes and who was unable to
devote to herself, and was not receiving from other persons,
proper care and attention. She also refused to enter hospital
and after thorough enquiry and consideration had shown it
necessary in her own interests , application was made for a
removai order which was granted by the Magistrate.
