Some 22,000 had been measured in connection with
the Housing survey of 1935, but a further 50,000
remained to be dealt with.
A temporary staff of 16 men (2 employed as clerks,
the remainder as measurers) was engaged for the
work under the supervision of Mr. F. G. Thomas
and were so employed for a period of approximately
six months. From the information so obtained,
some 18,000 certificates were prepared and despatched
to owners, and duplicates furnished to all
responsible tenants.
Accompanying each of these certificates was a
pamphlet which had been prepared, relating to the
prevention and abatement of overcrowding and the
rights and duties of owners and tenants under the
Housing Act 1936 with regard to overcrowding.
As reported above, the visits of the measurers also
enabled information to be obtained with regard
to the previously recorded cases of overcrowding.
The whole task was completed with great efficiency
and some weeks within the estimated time and
reflected great credit both on Mr. Thomas who
organised it and on the local men who carried it out.
The work of verifying that the appropriate entries
are made in rent books, and that the provisions of
the Act as regards overcrowding are observed will
of course devolve on the Sanitary Inspectors, but a
good deal of fresh office work has been created in
the preparation of new certificates necessitated by the
constant changes in ownership of property and the
ever varying occupations of rooms in premises
which are sublet to several tenants.
