there are so many small distributing agencies it
increases the difficulty of exercising adequate
supervision over the trade.
The law with regard to the registration of milkshops
makes it difficult to refuse or revoke registration
except for very serious conditions but
nevertheless I am of opinion that it is desirable in the
public interest that the number of milk traders
should be reduced and that registration should be
restricted to persons and premises of whose suitability
for the business there is no doubt.
I intend to carry out an investigation with a
view to ascertaining whether the great increase in
the number of milk sellers has been reflected in an
increase in the per capita consumption of milk and
will report the results in my next annual report.
