It will be seen that despite the new transport
regulations, the rapid rate at which large and heavymotor
vehicles rush through the roads in the Borough
still exacts a toll among the children and the aged.
These facts reveal a real problem of public health
and safety which has not hitherto been tackled in a
sufficiently practical manner. There are certain types
of people who will always be with us. I speak of the
careless, the dreamer, the chance taker, children and
aged persons. But even so, there ought to be regulations
which, while not guaranteeing immunity from
accidents, would certainly provide a greater degree of
safety not only to the classes mentioned but also to
the average pedestrian and the motorist as well.
The compulsory stoppage of all vehicles within a
distance of not less than ten feet from a tram-car
taking on or discharging passengers is only one of
many precautions that would have a salutary effect.
We have no records of non-fatal accidents but I am
convinced that the victims in some of these cases have
their resistance lowered and consequently become more
liable to contract disease.
