Offensive Trades.
By the Transfer of Powers (London) Order, 1933, the Council
were entrusted with the duty, hitherto carried out by the London
County Council, of considering and deciding upon any application
made to them for sanction to the establishment anew or enlargement
of certain offensive businesses, or the imposition, modification
or removal of conditions relating to the conduct of such businesses.
There are three scheduled offensive trades carried on in
Battersea, viz. : fat melters 2, soap boilers 1, all of which have been
established for many years and are generally well-conducted.
The Council in September adopted rules relating to the procedure
to be followed in dealing with any application for the
establishment anew or enlargement of such scheduled trades.
During the year six inspections were made of the registered
premises in the Borough.
Removal of Offensive Matter.
The by-laws of the Lohdon County Council with regard to
the removal of offensive matter are enforced by the Borough
Council. During the year three cases of contravention of
the by-laws were reported, and the Committee in one case
ordered the offender to be cautioned. In the other two cases, by
direction of the Committee, legal proceedings were instituted
against the offenders, the result of which is set out on pp. 72-3.
Water Supply.
During 1933 certificates of water supply in respect of 188
houses or tenements were issued in accordance with Section 48
of the Public Health (London) Act, 1891.
In 14 cases additional water supply was provided to the upper
floors of tenement houses, where required by the Borough Council
under the provisions of Section 78 of the London County Council
(General Powers) Act, 1907, and Section 48 of the Public Health
(London) Act, 1891.
Van Dwellings.
The number of van dwellings in the Borough in 1933 was 68. In the following table are set out the situations of the dwellings and number of occupants:—
